SMIRNOV, Andrey was born in 1909 in Moscow.
Graduated Law Faculty, Moscow University.
1941 delivered note to Iranian government concerning temporary stationing of Soviet troops on Iranian territory. 1942 signed treaty of alliance between USSR, Britain and Iran. 1943 attended Teheran Three-Power Conference (USSR, United States of America, Britain).
1947 attended London Conference of Deputy Foreign Ministry (USSR, United States of America, Britain and France). 1949 at Paris session of Council of Foreign Ministry. 1958 member, group formed to organize Soviet-German Friendship Society in USSR.
1958 took part in Mikoyan’s talks in Bonn and attended signing of trade agreement and consular treaty between USSR and German Federal Republic. 1958 headed Soviet delegation at cultural exchange talks between USSR and German Federal Republic. 1959 member, Soviet delegation at Foreign Ministry Conference, Geneva.
Signed cultural agreement with German Federal Republic. Until 1936 worked with legal authorities. 1937-1941 political adviser, USSR Embassy in Berlin.
1941-1943 USSR Ambassador to Iran. 1943-1944 Department Head, USSR Popular Commissariat of Foreign Affairs. 1944-1946 Assist, to Repatriation Commissioner USSR Council of Popular Commissar.
1946-1948 Collegium member, USSR Minister of Foreign Affairs, and Russian Soviet Federated Socialist Republic Deputy Foreign Ministry. March-December 1956 USSR Ambassador to Austria.
