From 1911 studied at Law Faculty, Shanyavskiy People's University, Moscow. Studied English, French, Italian, Spanish and Latin.
Spent his childhood in Irkutsk, where his father worked on the Siberian Railroad. From 1902 in revol movement. 1905 member. Irkutsk Russian Social-Democratic Workers’ Party Committee.
Arrested by Tsarist police. From 1915 worked for Moscow Union of Consumer Social. Edited journal “Soyuz potrcbitclcy”.
1917 member, Moscow Russian Social-Democratic Workers ’Party (Bolsheviks) Committee. From November 1917 commanded Moscow Special Assignments Unit. Fought in Civil War; Minister of Internal Affairs, Far Eastern Republic.
1922 commanded Air Force. From late 1923 Central Committee, Russian Communist Party (Bolsheviks) and Russian Soviet Federative Socialist Republic representative in Bukhara People's Republic. Then Union of the Soviet Socialist Republics ambassador in Manchuria.
From 1930 Union of the Soviet Socialist Republics ambassador in China.
