Anna Forbes attended Earlham College from 1972 to 1974. In 1977 she received a Bachelor of Arts degree from the Indiana University—Bloomington. Forbes attended University of Pennsylvania from 1991 to 1992. She received a Master of Social Work from the Bryn Mawr College in 1992.
Anna Forbes was a family planning counselor at the Planned Parenthood of Southeastern Pennsylvania from 1978 to 1981 and a public affairs coordinator from 1981 to 1982. She served as a regional coordinator at the National Abortion Rights Action League (now NARAL Pro-Choice America) from 1981 to 1983. Forbes was a development associate at the American Civil Liberties Union of Pennsylvania from 1983 to 1985. She worked as a support services coordinator at the Philadelphia AIDS Task Force in Philadelphia, Pennsylvania from 1985 - 1986. In 1986 Forbes was a co-founder of the ActionAlDS and worked as a services coordinator and Buddy System coordinator from 1986 - 1988 and a director of community relations from 1988 - 1990.
She was a public information and policy consultant in AIDS Activities Coordinating Office at the Philadelphia Department of Public Health, Philadelphia from 1990 - 1994 and was appointed an independent consultant on AIDS and women’s health policy in 1994. In 1996 she became a teacher of a course on AIDS and public policy at the Bryn Mawr College. Forbes was also a public speaker on women and AIDS. She was testified before subcommittees of United States Senate Judiciary Committee and United States House of Representatives Commerce Committee. Anna Forbes was a regional delegate at the Pennsylvania State HIV Planning Council from 1991 to 1996. Forbes was a member of executive committee at the Youth Health Empowerment Project from 1993 - 1995. She was also a member of board of trustees at the Prevention Point Philadelphia from 1994 to 1996. In 1997 Forbes became a member of board of directors at the Encampment for Citizenship.

Anna Forbes is a member of the National Writers Union and of the American Civil Liberties Union. In 1995 she was a founding memeber of the HIV Testing Action Coalition and member of Coalition for Women’s Choice in HIV Testing and Care, National Social Work AIDS Network, and National Organizations Responding to AIDS. She is a member of Pennsylvania Coalition of AIDS Service Organizations and New Jersey Women and AIDS Network. From 1988 to 1996 she was a member of the ACT UP Philadelphia. In 1998 Forbes was a member of the Alliance for Microbicide Development.
On August 24, 1991 Anna Forbes married Walter Cuirle, a writer. They have a stepson, Ron.
