1903 joined illegal Social-Democrat group. 1904 member, Atskabarga group, Riga organisation, Latin Social-Democratic Workers' Party. 1905 helped to organize workers' strike in Riga.
1907 drafted for military service. Established contact with local Party group while on duty in Warsaw. 1911-1914 land-surveyor in Vilnius Province.
1914 again drafted for military service. Reached rank of battalion commander. During 1917 February Revol mayor of Narva, then chairman, Narva Soviet.
Early 1918 commanded partisan unit in Nana area. Organized Red Guard regt of Narva workers, which formed the nucleus of the 6th Division. Comissar, 6th Division.
1919 member, then chairman, Revol-Military Council, Soviet Latin Army. Commander, 2nd Brigade, Latin Division and commandant, Dvina Fortress. Commander in chief, Soviet Latin Army.
