This book provides an interdisciplinary examination of international law by addressing four critical questions: How are international legal rules distinctive? How does an investigator determine the existence of a rule of international law? Does international law really matter in international politics? and What effect could the changing nature of international relations have on international law? Using Constructivist theory, Arend argues that international law can alter the identity of states, and, consequently, have a profound impact on state behavior.

many studies have examined John Foster Dulles' role as secretary of state during the Eisenhower Administration, few works have concentrated on his involvement with international organization. This book examines the evolution of Dulles' thought on international organization and his actual involvement with international organization from 1919 until his death in 1959. It reveals that Dulles' earlier experiences played an important role in shaping his policymaking, but that in the mid-1940s his conception of the international system underwent a major change that affected his later thought on international organization.

Arend, Anthony Clark was born on October 24, 1958 in Baltimore. Son of Paul Joseph and Cora Allen (Clark) Arend.
Doctor Arend received a Doctor of Philosophy (1985) and an Master of Arts (1982) in Foreign Affairs from the Department of Government and Foreign Affairs of the University of Virginia. He received a Bachelor of Science in Foreign Service (1980), magna cum laude, from the Edmund A. Walsh School of Foreign Service at Georgetown University.
On August 1, 2015, he became Senior Associate Dean for Graduate and Faculty Affairs in the With Christopher C. Joyner, he founded the Institute for International Law and Politics (now called the Institute for Law, Science and Global Security) at Georgetown University and served as co-director of the Institute from 2003-2008. He is also an adjunct professor of law at the Georgetown University Law Center. From 2005-2009, he edited the blog, Exploring International Law.

Doctor Arend has served virtually his entire professorial career at Georgetown University, his undergraduate alma mater. Prior to joining Georgetown"s faculty, he was a Senior Fellow at the Center for National Security Law at the University of Virginia School of Law.
Arend specializes in international law, international organizations, international relations, international legal philosophy, and constitutional law of United States foreign relations. In his theoretical work, he has applied constructivist international relation theory to international law.
In 2014, Arend and Ambassador Mark P. Lagon, former director of the United States Office to Monitor and Combat Trafficking in Persons, published "Human Dignity and the Future of Global Institutions".
The book seeks to advance an international dialogue about the promotion of human dignity.
