He was born in Paris on the 4th of July 1751.
He left France with the first party of emigrants, and attached himself to the prince of Conde; He lived at Regensburg until 1801, when he returned to France, though he still sought to serve the royalist cause. He countersigned the act of sequestration of Napoleon's property, and introduced a bill for the restoration of the property of the emigrants, establishing a distinction, since become famous, between royalists of la ligne droite and those of la ligne courbe. At the second restoration Ferrand was again for a short time postmaster- general. Ferran began his literary activity from several tragedies, and since 1789 he started to write in anti-revolutionary spirit. Among his pamphlets there are especially distinguished: "Nullité et despotisme de l'assemblée prétendue nationale" (1789), Les conspirateurs démasqués (1790), Le rétablissement de la monarchie française (1792). In 1817 he published the book The Theory of Revolutions (4 volumes). In the Restoration era, he was engaged in publicism very little, and only after his death his "Political Testament" came out. In the field of history he owns a four-volume work "The Spirit of History", which then had five more editions, but completely devoid of a philosophical character. His "History of the Three Sections of Poland" (1820) was written in the form of a continuation of the famous book by Rüller about the same subject, since after Rüller there were many untreated materials left. Both of these works should now be considered completely obsolete, but for a long time historians of the Polish sections relied exclusively on Rüller and Ferrand. As far as concern his supportion of ultra-royalist views he continued his active until his death, which took place in Paris on the 17th of January 1825.

He became a member of the parlement of Paris at eighteen. Later he was a member of the council of regency formed by des Comtes de Provence after the death of Louis XVI. Also he was a member of the privy council and in 1816 member of the Academy.
