This study by the brother of Karl Menger retraces the development of the idea of surplus value among pre-Marxian socialists, emphasizing English and French theorists including Godwin, Hall, Thompson, Saint-Simon, Proudhon, Rodbertus, Blanc and LaSalle. Menger also broke new ideological ground in assigning to the state the responsibility of defending the right to subsistence, thereby anticipating modern state socialism. The 1899 edition reprinted includes a lengthy introduction and a bibliography by H.S. Foxwell.

Career
Brother of Carl Menger. As a lawyer, he examined the juridical theory of socialism as a counterpart to the more usual interest in its economic theory. He detected antecedents of Marx in the early socialists and criticised Marxism as an ethical theory about entitlements to a larger share in the national product.
He influenced the compilers of the German Civil Code (1896) to reflect the needs of poorer citizens, advocating a form of State socialism in which the rights of consumers are to be defended against those of producers. Professor Civil Procedure, University Vienna, 1877.
