Admitted to bar, 1865. Practiced at Sedalia, Missouri, 1865-1873, Cañon City, and Denver, Colorado, 1873-1893, Phoenix, Arizona, from 1893. Nominated for United States consul at Palestine, 1873, but declined.

Attorney general Colorado, 1876-1879. Consul at El Paso del Norte, Mexico, 1889-1893. Envoy Extraordinary anu Minister Plenipotentiary to Ecuador, 1897-1907, being first person for over 80 years living in a territory to receive a diplomatic appointment.
