Mayor of New York under charter provision, September 10-December 31, 1913, to fill vacancy caused by death of William J. Gaynor. Has acted as mayor pro tem. on many occasions. Tax commissioner, January 6, 1914-1918.

Assistant appraiser of merchandise, Port of New York, January 1, 1908-July 1, 1911 (resigned). Member 67th Congress (1921-1923), 5th New York District. Appointed New York agent of Sea Service Bureau of the United States Shipping Board, May 4, 1923.
