Career
Born in Williamsburg, Massachusetts, Starks lived in Jefferson County, New York and then in Albany, New New York He served on the Albany City Council while living in Albany, New New York He moved to Milwaukee, Wisconsin, where he served as a city marshal, and then, in 1852, moved to Sauk County, Wisconsin where he settled on a farm.
In 1853, he was elected Wisconsin State Prison Commissioner as a Democrat.
Starks served in the Wisconsin State Assembly from 1862 to 1865 as a Republican and then served in the Wisconsin State Senate in 1866 and 1867.
