Graduate Moscow College of Painting, Sculpture and Architecture. In 1920’s graduate Architecture Faculty, Moscow Higher Technical College. 1930 completed postgraduate studies at Moscow Institute of Architecture and Building.
1927, as first major work, designed Kharkov Post Office. In 1920's Director, AllRuss. Society of Proletarian Architects.
For more than 20 years was board member, USSR Union of Architects. Until 1955 V.-President, Internal. Union of Architects; 1939-1949 V.-President, 1949-1955 President, USSR Academy of Building and Architecture.
1943-1947 Chairman, Committee Architectural Affairs, USSR Council of Ministers. Headed Architectural Section, Committee Stalin Prizes. Deputy, Russian Soviet Federated Socialist Republic Supreme Soviet of 1938, 1947 and 1951 convocation.
Designed numerous projects for various cities in the USSR and helped plan reconstruction of Moscow. Considered initiator of the “conveyor belt” system of building apartment houses and highly commended for this at 1939 Congress of All-Union Communist Party (Bolsheviks). Censured by Central Committee of the Communist Party of the Soviet Union, and USSR Council of Ministers decree of 4 November 1955 on “Eliminating Extravagance in Design and Construction”.
