Received his basic education in religious schools and studied journalism at the National University of San Marcos.
At the age of 15 he joined the PAP, and shortly before his eighteenth birthday co-founded the Aprista Youth Federation and became its first secretary general. Because of his ideas and underground work against the military-oligarchical administrations, Villanueva suffered imprison- ment(1934, 1938-1940, 1941,and 1948-1952) and banishment from his country (1941-1945, 1952-1956, and 1975). While abroad, he practiced journalism and served as secretary general of the Coordinating Committee of Aprista Exiles.
In 1945, Villanueva was elected to the National Executive Committee of the PAP, and in 1963 he became its secretary general, a position to which he was reelected several times. From 1963 to 1968 Villanueva was a member of the Chamber of Deputies, over which he presided from 1967 to 1968. In 1985 he was elected senator for a five-year term.
