Boswell studied law, and became a member of the bar in 1865.
He served one term as Mayor of Toronto. His father was George Morse Jukes Boswell. He served two terms of chairman of the Public Library Board, and in 1876 he successfully ran for a seat on the Toronto City Council.
He did not stand for re-election.
In 1911 Boswell was appointed Superintendent of Insurance for Ontario and Registrar of Loan Companies.
He was also a member of the Orange Order in Canada.
