Arthur Oilman was born on March 6, 1947, in Milwaukee, Wisconsin, United States.
Arthur Oilman earned a Bachelor of Arts in Art History from the University of Wisconsin-Madison (1969) and a Master of Fine Arts from the University of San Francisco Lone Mountain Campus (1977). He also studied at Columbia College, Chicago, in 1970, at Visual Studies Workshop in Rochester in 1972, at San Francisco Art Institute in 1974.
An instructor at Chabot College in Hayward, California (since 1977), Arthur Oilman has also taught at the San Francisco Museum of Modern Art (1976-1978) and at Free University of Wisconsin (1967-1969). He was an artist-in-residence at Southwestern College in San Diego, California in 1978.
Arthur Oilman became a founding member and president of the board of directors of Camerawork in San Francisco.
