Donnelly, Arthur Barrett was born on May 31, 1875 in St. Louis, Missouri, United States. Son of James J. and Elizabeth (Taaffe) Donnelly.

Promoted through grades to adjutant general of Missouri, with rank of brigadier general, January 8, 1917, but granted indefinite leave of absence by governor, March 25, 1917, in order to assume command 1st Missouri Infantry.
