Refugee policy has not kept pace with new realities in international and humanitarian affairs. Recent policy failures have resulted in instability, terrible hardships, and massive loss of life. This book systematically analyzes refugee policy responses over the past decade and calls for specific reforms to make policy more proactive and comprehensive. Refugee policy must be more than the administration of misery. Responses should be calculated to help prevent or mitigate future humanitarian catastrophes. More international cooperation is needed in advance of crises. Humanitarian structures within governments, notably the United States, as well as the wide variety o international institutions involved in humanitarian action must be re-oriented to cope with new challenges.

Helton, Arthur Cleveland was born on January 24, 1949 in St. Louis. Son of Arthur Cleveland Senior and Marjorie Jane (Russell) Helton.
Helton graduated from Columbia College, Columbia University in New York City in 1971 and from New York University School of Law in 1976.
He died in the 2003 Canal Hotel bombing while he was in Baghdad to assess humanitarian conditions in Iraq. Helton joined the Lawyers Committee for Human Rights in New York in 1982, and in his first year convinced a federal judge to release over 2000 Haitians by promising to find lawyers to represent the fugitives. In 1994, Helton founded and then directed the Forced Migration Projects at the Open Society Institute.
From 1999, Helton served as program director of peace and conflict studies and senior fellow for refugee studies and preventive action at the Council on Foreign Relations in New New York
Kenneth Bacon, the president of Refugees International, called it "required reading". Human Right Watch lauded his "hard-nosed and persuasive advocacy".
Helton was not just an analyst. He took action. The head of the Lawyers Committee, Michael Posner, said "..Arthur was legendarily hard working and tenacious..Refugees around the world have lost..one of their leading lights.".
