Buchanan, Arthur Stillingfleet was born on August 14, 1856 in DeSoto Company, Mississippi, United States. Son of Benjamin B. and Eliza (Smith) Buchanan.

Admitted to Mississippi bar, 1879. Member Mississippi House of Representatives, 1885, 86. Removed to Memphis, 1887.
Appointed justice Supreme Court of Tennessee, December, 1910, to fill vacancy caused by death of Justice W.D. Beard. Resigned, January 1, 1918, to resume practice at Memphis. Attorney for Guaranty Bank & Trust Company, Empire Plantation Company, Delta Farms Company, Delta and Pine Land Company of Mississippi.
