Khan received a Master of Arts degree from the University of Karachi in 1976. Two years later he earned his Master of Arts degree from the McMasters University of Canberra. Also in 1985, Ashfaque was given a Master of Arts degree from the University of Pennsylvania. Then in 1987, he received a Doctor of Philosophy degree from Johns Hopkins University.
Khan began his career as a research assistant at Applied Economics Research Center in 1976. In 1979, he took a position of a research economist at Pakistan Institute of Development Economics. Then in 1988, Ashfaque was appointed a senior research economist at the same institute. In 1990, he became a chief researcher at Pakistan Institute of Development Economics. Also in 1997, Khan served as a joint director at the same institute.
He worked as an economic adviser of the Ministry of Finance from 1998 to 2003. In 2003, Ashfaque held a position of a director general of the Debt Office of the Ministry of Finance. In 2007, he was appointed a special secretary finance/ director general at the same office, where he worked until 2009. In addition, Khan was the spokesperson of the Government of Pakistan on economic issues from 1998 to 2009.
He was a visiting lecturer at the Towson State University in USA. Ashfaque was a consultant to many International Organizations and Financial Institutions such as the United Nations Economic and Social Commission for Asia and Pacific, the Asian and Pacific Development Centre, the Asian Development Bank and the World Bank.
Nowadays he is a director and vice chairman of the Saudi-Pak Industrial and Agricultural Investment Company Ltd. Also Khan serves as a principal and dean of the School of Social Sciences & Humanities at the National University of Sciences & Technology.
He is a frequent speaker at the National Defense University, Pakistan Administrative Staff College, National Institute of Public Administration, the Army School of Logistics, Army School of Infantry, Nowshera the Command and Staff College and Ordinance College.
Khan is a member of the United Nations Expert Group and Social Commission for Asia and Pacific. He is an editor, co-editor and the member of the Editorial Committee of the various prestigious journals of economic science. Ashfaque is also a member of the Board of Governor of the Foundation University.
On July 31, 1983 Ashfaque Khan married Mah-E-Riffat Khan. They have three children.
