Worked on the railways. Joined the Social Democratic Party in 1898. One of the founders of a local RSDRP cell in Baku.
Exiled to Turukhansk, Siberia in 1914. Active in party politics after the October Revolution. Occupied various top party posts including secretary of the Central Executive Committee of Soviets.
Personally decent and inoffensive, one of the last old Bolsheviks liquidated by Ezhov on Stalin’s orders (smeared by accusations of amorality).
