Mid-1890’s member, Saint St. Petersburg Narodnaya volya (People's Will) organisation. Late 1890’s joined Social-Democratic Party. From 1893 abroad; member, 1895-1898 secretary, League of Russian Social-Democrats Abroad.
Worked for the League’s organ Rabotnik-, 1900 left the League after its schism. Contributed to newspapers Iskra and Zarya. Iskra consultative deleg at 2nd Russian Social-Democratic Workers’ Party Congress.
After 2nd Congress active Menshevik. 1905 returned to Russia and conducted Party work. Contributed to almost all Menshevik organs.
During World War 1 defensist. Contributed to defensist newspapers and periodicals. After 1917 February Revol Commissar of Labor, Petrograd Soviet of Workers and Soldiers’ Deputy
Opposed 1917 October Revol. Russian Social-Democratic Workers’ Party (Menshevik) candidate, Constituent Assembly. 1918-1919 worked for Petrograd cooperative system.
