Excerpt from The Land-Systems of British India, Vol. 1: Being a Manual of the Land-Tenures and of the Systems of Land-Revenue Administration Prevalent in the Several Provinces In 1882, the Government of India printed at Calcutta a Manual of the Land-Tenures and Land-Revenue Systems of British India, which was written by me under the orders of Government. The edition was exhausted in two or three years ; but as about that time great changes in the law were under consideration, it was thought desirable to await the passing of the Bengal Tenancy Act (1885), the Oudh Kent Act (1886), and the Panjab Land-Revenue and Tenancy Acts (1887) - to say nothing of minor enactments-before preparing a new edition. When (in 1888-9) things seemed ripe for a new issue corrected and brought up to date, I found that so much had to be altered and added, and that such improvements might be made, especially in the chapters on Land-Tenures, that it would be better to write a new book. The present work is therefore independent of the original volume, except as regards a very few pages. It has also been illustrated by maps. Henry was the second child and the eldest son of the Review Professor Baden Powell by his second wife, Charlotte née Pope, who died on 14 October 1844.
Powell was educated at Street Paul"s School, London from 1856.
He became an Additional Commissioner at Lahore and was made Commander of the Order of the Indian Empire in 1883. He wrote on a variety of topics including land tenure, forest conservation and law. They had been married on 27 September 1837.
He joined the Indian Civil Service in 1860.
He was appointed Conservator of Forests, for the Punjab after the death of Doctor John Lindsay Stewart in 1873. He later became the Chief Court Judge for Lahore.
Powell was artistic, like his half-brother Frank Baden-Powell and many others in the family. Several watercolours and a collection of drawings titled An Album of Views of India including Ceylon, the Himalayas, Agra, Benares, Barrackpore, Calcutta and Chandranagore and a number of views of the Middle East with drawings from September 1861 to October 26 1869 have been sold at auctions.
