Kiely earned a Juris Doctor at Willamette University College of Law in Salem, Oregon, with study dates recorded from 1978 to 1980. The college was founded in 1883 as part of Willamette University, and it is the oldest law school in the Pacific Northwest. The Oregon Conference of the Methodist Church, which oversaw the university, approved the creation of its law program.
The college gained American Bar Association accreditation in 1938 and membership in the Association of American Law Schools in 1946. From 1967 it was housed in the Truman Wesley Collins Legal Center, located on Winter Street just south of the Oregon State Capitol.
Kiely was admitted to the bar in Wyoming in 1980 and to the State Bar of California on June 10, 1982.
Kiely's principal documented employer was Mullen & Filippi, a law firm founded in 1949 to provide counsel to employers, insurance carriers and third-party administrators in workers' compensation defense matters. The firm later expanded to offices across California. Kiely worked there from 1982 to 1998, first as an attorney and later as a partner, with a San Francisco professional address.
In 1998 she was an attorney with Armstrong & North. From 1999 she practiced as the owner of Barbara L. Kiely, Attorney at Law, A Prof. Corp., based in Pacific Grove, California.
Kiely has also presented on lawyer ethics and mediator ethics, including at a Midyear Meeting of the Insurance Coverage Litigation Committee of the American Bar Association Litigation Section in Tucson. The American Bar Association is the national professional association of lawyers in the United States. Her California bar record shows that she resigned her license in March 2023, with no charges pending.
