Baruch Barkai moved to Israel in 1931. He graduated from Gymnasia in Riga and later studied at the Hebrew University of Jerusalem and School of Law and Economics, Tel Aviv.
Baruch Barkai was a Palestine correspondent of many Jewish journals in Riga and a correspondent in the "Yediot Aharonot" newspaper. He also was a correspondent accredited to UNO, New York.
Baruch Barkai was a member of various municipal and public commissions in Jerusalem, including Regional Labor Court, and founder of Kupat Cholim Leumit in Jerusalem.
Throughout his life, Baruch Barkai collected historical documents, archaeological artifacts and antique furniture.
