1898 graduate New Alexandrine Institute of Agric and Forestry.
From 1908 taught at Saint St. Petersburg Agric Institute. 1922 expelled from Union of the Soviet Socialist Republics for "unorthodox" economics opinions. Described P. A. Stolypin’s agrarian policy as historically justified and in keeping with the interests of the national economics and, particularly, the peasantry.
Criticized the Populists (Narodniki). Argued that the socialist economics system is untenable because it lacks a market. Was an adherent of the economics theories of Menger, Jevons and Walras.
Explained the rente principle with the marginal utility theory of value. Argued that the law of diminishing returns is universally applicable in agric and that profit and rente are logical and not historical economics categories. Wrote a number of works on agric and compiled economics statistics on the Jewish population of Russia.
