De Hoyos received a bachelor"s degree from Normal Superior Benavente and a master"s degree from Chapultepec University. Prior to his call as a general authority, De Hoyos spent his career as a Church Educational System ( Certificate in Superior Studies) employee. He was a seminary teacher, institute director, and Certificate in Superior Studies coordinator at various levels.
At the time of his call as a general authority, he was director of the Mexico South Area for Certificate in Superior Studies. While in this position he supervised the reopening of missionary work in areas where it had been closed due to civil unrest.
From 1999 to 2005, he was an area seventy, which included serving as a counselor in the church"s Mexico South Area. As a general authority, he has served as a counselor in the presidency of the South America North Area and from 2009 to 2014 as a counselor in the church"s Mexico Area.
Since August 2014, he has been president of the Mexico Area.
