Welty, Benjamin Franklin was born on August 9, 1870 in near Bluffton, Ohio, United States. Son of Frederick and Katherine (Steiner) Welty.

Education

Student Tri-State Normal School, Angola, Indiana. Bachelor of Science, Ohio Northern University, Ada, O., 1894. Bachelor of Laws, University of Michigan, 1896.

Career

Admitted to Ohio bar, 1896. City solicitor, Bluffton, O., 1898-1913. Member Welty & Downing, Lima, since 1900.

Prosecuting attorney, Allen Company, O., 1905-1910.

Special assistant to attorney general of Ohio, 1910-1912. Special assistant, Department of Justice, in charge of prosecutions under Sherman Anti-Trust Law, 1913-1915.

Member 65th and 66th Congresses (1917-1921), 4th Ohio District Private Company C, 2d Regiment Ohio National Guard, 1896, and served in 2d Regiment Ohio Volunteer Infantry, 1898, Spanish-American War. Returned to Ohio National Guard, 1898, and continued until 1913.

Retired as lieutenant colonel, commissary department.

Volunteered for World War but services refused because he was member of Congress.
