Educated at Fez until 1942 when he went to France for a five-year course in pharmaceutical studies at Strasbourg.
An intense nationalist, he was the municipal councillor at Fez from 1948 to 1953. His political agitation led to his arrest and internment by the French-Released before independence, he was elected president of the Union of Doctors, Pharmacists and Dental Surgeons. He was appointed to the National Consultative Assembly and presided over the economic commission. As president of the Chamber of Commerce at Fez he attended several international conferences.
On September 9, 1960, he became Governor of Fez and on February 8, 1962, he was appointed Governor of the Province of Tangier. He entered the government on January 4, 1963, as Minister of Public Works. In May 196 he lost his cabinet place in the reshuffle and was appointed Ambassador to Belgium, the Netherlands and Luxembourg on July 16, 1963. After a spell of diplomacy he returned to the government in 1972.
Owner of two chemist shops and married to a pharmacist, he moved from municipal politics in lez to national affairs. Interested in Moral Rearmament, a cautious, middle-of-the- road politician despite his membership of the Istiqlal Party. A man of courage, enduring harsh treatment from the French in detention, he has proved his administrative abilities in cabinet and as a diplomat.
