In 1967 she obtained a Master of Science in Library Science degree from the University of Southern California. In 2002 Mitchell gained a Doctor of Philosophy degree from California Coast University and also holds a Master of Business Administration degree. She also attended the University of California, Los Angeles.
From 1967 to 1969 Betty Jo Mitchell was an assistant acquisitions librarian at California State University, Northridge, an assistant director for personnel and budget from 1969 to 1971, an associate director (dean) of libraries from 1971 to 1981, and a member of board of directors of university credit union from 1978 to 1981. From 1974 to 1977 she was a member of board of directors at San Fernando Valley Girl Scout Council. From 1978 to 1981 Betty served as a member of board of directors at Empyrean Foundation.
In 1981 she was appointed a president of Viewpoint Press. In 1982 she was a member of board of directors at BVS Town Forum. From 1982 to 1983 Mitchell was a member of board of directors at BVS Condo Owners Association. From 1993 to 1994 she was a member of local Chamber of Commerce planning group for Vision Hermosa. In 2003 Betty was a member of board of directors at Tehachapi Performing Arts Center Foundation and Tehachapi Heritage League Foundation in 2005.
