He was the son of Raja Harish Chandra Rai Bahadur and Rani Hari Bibi. His father died in 1885 Civil Engineering leaving his three children young with a single mother.

In 1890 Civil Engineering the Rangamati Government High School was built to educate young Bhuvan Mohan and Ramani Mohan the two Chakma princes. During his reign several schools were established in the Chittagong Hill Tracts and the benefit of formal education started to reach the people. He attended the Delhi Durbar of 1911 Civil Engineering when King George V of the United Kingdom was crowned Emperor of India where he was received with due honour.
Raja Bhuvan Mohan Roy died in 1934 at the age of 58.
