Member United States Congress from 10th district Florida, since 1970, member appropriations committee, armed services committee, permanent select committee intelligence, chairman appropriations committee, 1999—2005, chairman appropriations subcommittee defense, 1995—1998, since 2007, chairman appropriations subcommittee military quality of life & veterans affairs, since 2007. National committeeman Florida Young Representatives, 1957—1959, state chair, 1959—1961.

Member Florida Constitution Revision Commission, 1965—1967, Army Caucus, Human Rights Caucus, Diabetes Caucus, Fire Services Caucus, Congressional Travel & Tourism Caucus, Republican Steering Committee. Chair Congressional Social Security Caucus. Served in Army National Guard, 1948-1957.
