Waters was born in Epsom and began his career with Crewe Alexandra and he made his professional debut on 26 November 2013 in a 2–1 defeat against Carlisle United.

Waters joined Cheltenham Town on 29 June 2015 after his release from Crewe Alexandra. Waters has been placed on the standy-by list for Wales under-21s on two occasions, but is yet to receive a cap.
