Hermann, Binger was born on February 19, 1843 in Lonaconing, Maryland, United States. Son of Doctor Henry and Elizabeth (Hopkins) Hermann.

Education

Educated in district schools and at Independent Academy (afterward Irving College) near Baltimore. Moved to Oregon with father, 1859. Taught school in Canyonville, Oregon.

Career

Admitted to Oregon bar, 1866. Practiced at Roseburg. Member Oregon House of Representatives, 1866, Senate, 1868-1871.

Receiver United States land office Roseburg, 1871-1873. Member 49th Congress (1885-1887) and 51st to 54th Congresses (1889-1897). Commissioner General Land Office, 1897-1903 (resigned).

Elected to 58th Congress, June 1, 1903, to fill vacancy. Reëlected to 59th Congress (1905-1907), 1st Oregon District.
