1928-1931 chief of staff, Leningrad Military district. 1931-1937 head, Red Army Main Board and head, Board for Red Army Commanders. 1934-1937 member, Military Council, Union of the Soviet Socialist Republics People's Commissariat of Defense.
Supported efforts to motorize and mechanize Red Army. May 1937 arrested by People's Commissariat of Internal Affairs organs.
