Worker by trade; from 1907 illegal Party work in Saint St. Petersburg. 1909 arrested and exiled for life to Irkutsk Province. After 1917 February Revol returned to Petrograd.
1917-1922 senior Party work in Petrograd, then in Red Army. Chairman, Petrograd Province Extraordinary Commission Against Counterrevolution, Sabotage and Speculation. 1925-1927 first secretary, Lugansk Okrug Committee, Communist Party (Bolsheviks) Ukraine.
From 1927 first secretary, Dnepropetrovsk Okrug Committee, Communist Party (Bolsheviks) Ukraine. 1931-1934 second secretary, Centr Asian Bureau, Central Committee, All-Union Communist Party (Bolsheviks). 1934-1936 first secretary, Crimean, then Stalingrad Oblast All-Union Communist Party (Bolsheviks) Committee.
At 9th, 10th and 11th Congresses of Communist Party (Bolsheviks) Ukraine elected member, Central Committee, Communist Party (Bolsheviks) Ukraine. From December 1925 candidate Political Bureau member, November 1927—March 1931 Political Bureau member, Central Committee, Communist Party (Bolsheviks) Ukraine. Delegation at 9th, 11th, 12th, 14th—17th Party Congresses.
At 14th— 17th Party Congresses elected candidate member, Central Committee, All-Union Communist Party (Bolsheviks). Arrested by State Security organs.
