1905 member, Krasnoyarsk Party Committee. Member, strike comt; formed Red Guard units and helped organize December 1905 revolt at Krasnoyarsk Main Railroad Workshops. After suppression of revolt arrested.
Escaped from Krasnoyarsk Jail. Underground Party work in Omsk and other parts of Siberia. November 1907 helped lead Vladivostok revolt, and fled after this was crushed.
Until 1911 underground work in Harbin and various Siberian towns. 1911 — 12 abroad; 1912 worked for “Pravda”. Then worked in Kiev and Kansk.
Arrested; 1915 tried for complicity in 1905 armed revolt in Krasnoyarsk and drafted into Russian Army. After 1917 February Revol helped found Krasnoyarsk Soviet. Founder and manager, newspaper “Sibirskaya pravda”.
After 1917 July riots worked for Petrograd Bureau of Military Orgs, Central Committee, Russian Social-Democratic Workers ’Party (Bolsheviks) and with newspaper “Soldat i rabochiy”. Delegation, 6th Party Congress. Worked for newspapers “Proletariy,” “Rabochiy” and "Rabochiy put’”.
After 1917 October Revol chairman, Siberian Central Executive Committee Soviet. Fought in Civil War; 1918-1919 underground work, then in frontline zone (Tyumen’-Permanent’). Summer 1919 served with 3rd Army in fighting for Permanent’ and Tobol’sk.
November 1919 appointed chairman, Tyumen’ Province Revol Committee. From early 1920 chairman, Tomsk Province Revol Committee. Simultaneously deputy chairman, Siberian Revol Committee and member, Siberian Bureau, Central Committee, Russian Communist Party (Bolsheviks).
Summer 1920 member, Far Eastern Bureau, Central Committee, Russian Communist Party (Bolsheviks) and chairman. Council of Minister, Far Eastern Republic. 1921-1922 member, Revol Military Council, 5th Army.
Directed operations against Baron Ungcm. People's Commissariat of Internal Affairs representative for Siberia and Mongolia. 1922-1925 Union of the Soviet Socialist Republics plenipotentiary in Iran.
1926 Party work in Leningrad. Late 1926-1928 rector, Communist University of Workers of the East. 1928-1930 member, Centr Asian Bureau, Central Committee, All-Union Communist Party (Bolsheviks).
From late 1930 chairman, All-Union Cinematography Board. From 1932 Collegium member, Russian Soviet Federative Socialist Republic People's Commissariat of Education and Collegium member, Union of the Soviet Socialist Republics People's Commissariat of Light Indiana. From 1933 chairman, Cinematography and Photography Indiana Board, Union of the Soviet Socialist Republics Council of People's Commissar.
