Studied at Moscow Higher Technical College.
While a student, joined Social-Democratic movement. 1902 arrested and exiled to Olonets Province. 1905 returned from exile and engaged in research, teaching and journalism.
Worked for newspaper “Nachalo” then journals “Obrazovaniye” and “Sovremcnnyy mir”. 1907-1912 worked for SocDemocratic faction, 3rd State Duma. 1914-1915 chairman, Economy Department, 1915-1917 learned secretary, Free Economy Social.
From 1915 ed, this society’s periodical ‘Trudy”. 1915-1918 also ed, journal “Zcmskoye delo”. After 1917 February Revol joined Plekhanov’s “Ycdinstvo” (Unity) group and was head, Department of Agric, Provisional Government’s Minister of Internal Affairs.
From 1921 worked for Centr Records Office and Union of the Soviet Socialist Republics State Planning Committee. Lecturer, from 1927 professor, Moscow University. Also taught at Moscow’s Ordzhonikidze Economy Engineer Institute.
From 1925 head, Moscow Agric Social. Pioneered new branch of economic — municial economics.

Every person has rights to express his or her opinion, but the opinion could be expressed if it was in accordance with the general interests of Soviet society.
