Boris studied at Syzran Higher Military Aviation School in Russia in 1959. From 1956 to 1962 he was a student of the Art Academy of Latvia in Riga, Latvia.
Boris was a participant of regional, zonal, All-Russian, all-Union exhibitions since 1965. Since 1968 he worked in Voronezh in genres of portrait, landscape, still life, in the field of abstract composition. He created a number of portraits of Voronezh scientists and art workers, including the composer M.I. Nosyrev (1971), poetess G.M. Umyvakina (1986), journalist B.C. Popova (1986).
He was an author of the canvases: "In Memory of the Perished Cosmonauts" (1986), "The Tragedy of Armenia. Spitak" (1988), "Evening without Mandelstam" (1990) and others.
According to Katkov and P.P. Danilenko in Pervomaisky Square built a monument in honor of the Voronezh Volunteer Regiment (1975, concrete, granite), a memorial to the victims of fascism in the Sandy Log (1985, stone, concrete), as well as a memorial ensemble to the fallen soldiers of World War II in the station of young naturalists (1977; together with NN Menshikova).
The sixth personal exhibition of Katkov in Voronezh was held in 2004 in the exhibition hall of the Union of Artists. Represented at the Voronezh Regional Art Museum named after I.N. Kramskoy.
