Boris Leontyevich Tolstykh was born on May 18, 1936 in Snytkino, Shchigrovsky District, Kursk Oblast, Russian Federation.
Boris Leontyevich graduated from the Faculty of Physics and Mathematics of the Voronezh State University (1959).
Since 1959 was an engineer, chief technologist, deputy chief engineer of the Voronezh Plant of Semiconductor Devices (now JSC "Voronezh Semiconductor Plant"). Since 1971 was a chief engineer, general director (1977-1985) of the production association "Electronics".
In 1985-1987 was a deputy minister of electronic industry of the USSR. In 1987-1989 was a vice-chairman of the Council of Ministers of the USSR, at the same time chairman of the State Committee for Science and Technology. Deputy of the Supreme Soviet of the USSR from the Voronezh region (1979-1989).
