Dougan received a Bachelor in Economics in 1981 from the University of Chicago and an Master of Business Administration in Finance in 1982 from the University of Chicago Booth School of Business.
From 2007 to 2015, he was the Chief Executive Officer of Cr Suisse. Before this, Dougan was Chief Executive Officer of Investment Banking and acting Chief Executive Officer of Cr Suisse Americas. On 10 March 2015, it was announced that Tidjane Thiam, the Chief Executive Officer of Prudential, would replace Dougan as the next Chief Executive Officer of Cr Suisse in June 2015.

From January 2006 he was Chief Executive Officer Investment Banking and acting Chief Executive Officer Cr Suisse Americas, since 2007 he is the Group Chief Executive Officer. In March 2015 it was announced that Dougan would leave Cr Suisse in June 2015
