While previous accounts suggest that Turkey entered into the alliance reluctantly, Millman contends that it not only wanted an alliance but sought as close a relationship as Britain would concede in the prewar years. He attributes the failure of the alliance mainly to Britain's lack of support, namely its inability to fit Turkey into its strategy in the Mediterranean, its failure to produce a coherent operational plan that could encompass Turkish military co-operation, and its unwillingness to provide Turkey with timely and much-needed financial, material, and industrial assistance.

Brock Millman was born on December 17, 1963, in Brantford, Ontario. He was the son of Canon William and Delores Millman.
Brock Millman completed his double honors undergraduate degree in History and English at Huron University College, went on to receive his Masters from the School of Oriental and African Studies University of London, and completed his doctoral degree from McGill University.
After graduating, Brock Millman joined the faculty of his alma mater, University of Western Ontario, in 2001, and also became the Director of the International Relations Program. He also taught at the University of British Columbia, University of Windsor, and Royal Military College. Brock continued to serve with the Army Reserve while teaching and was promoted to Lieutenant-Colonel in 2005 when he assumed command of the 4th Battalion, The Royal Canadian Regiment. In 2008 he was appointed Commanding Officer of the 31 Canadian Brigade Group Battle School. In 2010 Brock was deployed to Afghanistan, where he was a Senior Advisor in the Afghan Ministry of Defence. In 2011, Brock became a Colonel.
As a writer with a focus on British policy in the early Twentieth century, Brock Millman published the book, The Ill-made Alliance: Anglo-Turkish Relations, 1934-1940, to challenge the historical consensus that Turkey was a reluctant alliance partner during World War II. According to Millman, it was Turkey that wanted closer relations with Britain, and the British who missed an opportunity through negligence and a lack of imagination, ultimately letting the alliance collapsed in 1939-1940, producing Turkish neutrality in World War II. Millman's 2000 work looks back to World War I and focuses on a little-known aspect of that war. In Managing Domestic Dissent in First World War Britain, Millman uses uncovered documents to explore trade union unrest, the role of the courts and censorship, and the British government's contingency plans for controlling dissent, particularly violent opposition.
