Of Polish descent. Trained as an engineer. During World War II, among the organizers of a self-defence group of peasants against NKVD partisans near Briansk (RONA-Russkaia Osvoboditelnaia Narodnaia Armia). After the death in action of Voskoboinikov, took over command of about 5,000 men.
Appointed brigadier-general by the German general Schmidt. Worked out an agreement with the German Army for a selfgoverning Russian region, the Lokot’ Republic, in return for keeping the area free of partisans. At the approach of the Red Army, successfully evacuated his people with their families (30,000) to Silesia.
Opposed the merger with General Vlasov. Agreed to have the command of his brigade transferred to the SS, and have it renamed the 29th Division of the Waffen-SS. Himmler awarded him the Iron Cross, 1st Class, and appointed him an SS colonel. Ordered to take part in the suppression of the Warsaw uprising.
Resisted at first, but eventually, under pressure from Himmler, sent 1,700 of his men under the command of Major Frolov to Warsaw, where they acted ruthlessly and commited many atrocities. Kaminskii himself spent 10 days in Warsaw and attempted to reward his men with stolen goods, especially jewellery. His troops were withdrawn from combat.
After a heated verbal exchange, arrested in Lodz by SS General Bach-Zelewski, in charge of the suppression of the Warsaw uprising. Brought before an SS courtmartial, quickly sentenced and shot in secret without his brigade being informed. After his disappearance, his troops joined the Vlasov Army (ROA), forming the bulk of its field forces, and later liberated Prague from the SS during the uprising in 1945.
