Budo Kawamura was born in Fukuoka Prefecture. He was the eldest son of Goro Kawaraura, chief retainer of Kuroda Clan.

He was educated at Genyo-sha, where, he later founded a military hall and taught judo (1896).
When the Russo-Japanese War broke out (1904) Budo Kawamura raised a corps of volunteers to fight the Russians and distinguished himself.
