Bunji Tsushima was born on January 20, 1898 in Kitatsugaru District, Aomori Prefecture, Japan. He came from a family considered the wealthiest farming family in rich rice-producing area of the prefecture.

Bunji Tsushima was born on January 20, 1898 in Kitatsugaru District, Aomori Prefecture, Japan. He came from a family considered the wealthiest farming family in rich rice-producing area of the prefecture.
In 1924, Bunji Tsushima graduated from Political and Economics Department of Waseda University.
In 1925, Bunji Tsushima was appointed mayor of his native town, then he was elected member of Prefectural Assembly and served as chairman of Prefectural Chapter of Seiyūkai Party. He also held positions as director of Tsugaru Railway Company and auditor for Aomori Bank, thereby gaining footing in financial world.
In 1937, he was elected to the House of Representatives. In 1945, when the war ended, Tsushima was appointed chairman of Prefectural Chapter of Progressive Party. In 1946, he was elected to the House of Representatives. Then he became publicly-elected governor of his prefecture under banner of now defunct Democratic Party.
Later Bunji Tsushima entered Liberal Party. He resigned as governor taking responsibility for political issue concerning abolition of business tax on apples, but was immediately re-elected to his old post. After exhibiting excellent political abilities in curtailment of local economy and other issues, he was elected as governor for third term (1955).
Bunji Tsushima had a daughter.
