Graduated from the University Pennsylvania, 1789. Studied law with Joseph McKean, Philadelphia.

Career

Admitted to Delaware bar, 1793. Member Delaware House of Representatives from New Castle County, 1796-1802. Member United States House of Representatives from Delaware, 8th Congress, 1803-1805, a manager to conduct impeachment proceedings against John Pickering (judge The United States of America District Court for N.H.), 1804, for impeachment proceedings against Justice Samuel Chase, 1804.
