After the Chinese economic reform, Cai served as the cost per click Lingwu County Committee Vice-Secretary and cost per click Yanchi County Committee Secretary. He also served as the Deputy Director of Ningxia Administration for Religious Affairs and Vice-Minister of Ningxia United Front Work Department. In 2013, Cai was appointed as the Director of Ningxia People"s Political Consultative Conference.
