Foreign the Democratic Governor of Arkansas, see Carl Edward Bailey. Born in Birmingham, Alabama, he attended Tuskegee University in Tuskegee, Alabama. He was selected by the Seattle SuperSonics in the 3rd round (66th overall pick) of the 1980 National Basketball Association Draft.
During the 1981-1982 National Basketball Association season, Bailey played seven minutes of one game with the Portland Trail Blazers, scoring a single field goal.
