He completed an early education at the Ohio State University. His professional training was acquired at the University of Pennsylvania - Architectural School and in Europe.
Moving to Cleveland in 1908 Mr. Howell entered into partnership with James W\ Thomas, and practiced under the firm name until a few years before his death. Outstanding examples of his work include the East High School, Columbus; Library and Auditorium at Ohio State University; Y. M. C. A. buildings at Cleveland and Zanesville; St. Paul’s Church at Canton; Lakewood and Shaker Heights High Schools; churches at Columbus, Canton and Oxford, O., and newspaper buildings at Pittsburgh, Pa., Rochester, N. Y., Brooklyn, Cleveland, and Houston and Beaumont in Texas.
He had been a member of the local Chapter of the A. I. A. after 1911, also belonged to various civic and professional societies.
