Kammerer attended Lodi High School, and played college football at San Francisco State University and the University of the Pacific.

He was drafted in the second round of the 1960 NFL Draft. After playing for the 49ers and Redskins, he was traded to and later released by the Atlanta Falcons, retiring in 1969. Subsequent to his NFL career, he served in government positions, including as a senior executive at the Atomic Energy Commission and its successor agency the United States Nuclear Regulatory Commission.

Kammerer is currently involved in community service projects in the metropolitan Washington District of Columbia area.
Kammerer is a retired charter member of the federal government"s Senior Executive Service.
