From this date Doctor Fernández has devoted himself to the establishment of a modern Chilean educational system which would compare favorably with those of Germany and the United States. With interested associates he founded the Association of National Education in January, 1904, established more primary schools) created a normal school in Santiago, established extension work both for universities and secondary schools, introduced instruction in social hygiene and the evils of alcoholism.
In this connection he published in 1917 Louisiana solución práctica del problema del alcoholismo.
