Career
Interne physician (by competition) of the clinic of Professor Ugarte Gutiérrez, 1895. Professor of obstetrics, 1898. Physician of the Normal School for Women (Escuela Normal de Preceptoras), 1899.
Head of the clinic of Professor Garcia Guerrero, 1900.
Vicepresident of the Workers’ Social Congress, 1900. Professor of natural sciences in the Liceo Valentín Letelier, 1902.
From this date Doctor Fernández has devoted himself to the establishment of a modern Chilean educational system which would compare favorably with those of Germany and the United States. With interested associates he founded the Association of National Education in January, 1904, established more primary schools) created a normal school in Santiago, established extension work both for universities and secondary schools, introduced instruction in social hygiene and the evils of alcoholism.
In this connection he published in 1917 Louisiana solución práctica del problema del alcoholismo.
Doctor Fernández has occupied many executive positions in educational work. In 1912 vice-president of the Congress of Secondary Education. On a visit to the United States to study labor conditions in relation to social hygiene, 1919.
Counselor of public instruction, 1921.
