Garcia was born on November 4, 1896 in Talibon, Bohol, to Policronio Garcia and Ambrosia Polistico, who were both natives of Bangued, Abra.
Garcia attended Silliman University, then Silliman Institute, at Dumaguete and the Philippine Law School.
During World War II Garcia was a member of guerrilla forces in Bohol. In 1946 he became Senate minority leader. Although not yet widely known, in 1953 Garcia was nominated for vice-president on the Nacionalista ticket headed by Ramon Magsaysay. They won a decisive victory, and in 1954 Garcia became vice-president. He was also made minister of foreign affairs. In March 1957, on the death of Magsaysay, Garcia became president. He was elected president in November 1957. His government obtained the transfer of unused U. S. base areas to Philippine control. Criticized for inefficiency and corruption, Garcia was defeated by Diosdado Macapagal when he ran for reelection in 1961. Besides his other accomplishments, Garcia was a recognized poet in his native dialect, Visayan.
